STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
Whereas, it is Federal Energy Regulatory Commission practice to accept new and upgraded transmission costs via a presumption of prudence, without a detailed review of individual project cost; and
Whereas, consumer utility costs are increasingly burdensome and warrant detailed scrutiny of large-scale utility systems' investments to protect consumers; and
Whereas, new and upgraded New Hampshire electric utility projects for distribution system work are reviewed by the public utilities commission (PUC) to ensure that the costs are just and reasonable; and
Whereas, new or upgraded electric utility transmission projects, which are often significantly more expensive than distribution projects, are regulated by the Federal Energy Regulatory Commission (FERC), which operates under a policy that assumes all costs are just and reasonable unless proven otherwise; now, therefore, be it
Resolved by the House of Representatives:
That the general court of New Hampshire hereby urges elected members of the United States Congress to take whatever actions are possible to change FERC’s policies so that only those costs associated with new or upgraded electric transmission projects that are found to be just and reasonable can be collected from the ratepayers; and
That copies of this resolution be forwarded by the house clerk to the President of the United States; Secretary of Energy; President of the United States Senate; the Speaker of the United States House of Representatives; each member of the New Hampshire congressional delegation; the Chair of the Federal Energy Regulatory Commission; Chair of the United States Senate's Committee on Energy and Natural Resources; Chair of the United States House of Representative's Committee on Energy and Commerce; Chair of the United States Senate's Committee on Environment and Public Works; governor of New Hampshire; the commissioners of the New Hampshire public utilities commission; commissioner of the New Hampshire department of energy; commissioner of the New Hampshire department of environmental services; commissioner of the New Hampshire department of business and economic affairs; director of workforce development at the New Hampshire department of business and economic affairs; and the New Hampshire state librarian.
