METHODOLOGY:

This bill requires moderators to inspect absentee ballot affidavits for full execution using a notary, election officer, or any person authorized by law to administer oaths.

The Department of State indicates that the affidavit envelope would need to be redesigned in order to accommodate space for the notarization therefore increasing printing costs, outer envelope costs, and shipping costs.  However, this increase in expenditures is indeterminable at this time.
