AMENDED ANALYSIS

 

This bill amends the membership and duties of the committee to review state procurement policies to include making recommendations to encourage local food production and conservation.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT relative to the duties of the advisory committee on state procurement.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Advisory Committee on State Procurement.  RSA 21-I:14-d is repealed and reenacted to read as follows:

21-I:14-d  Advisory Committee on State Procurement.

I.  There is established an advisory committee on state procurement.  

II.  The members of the committee shall be 3 members of the house of representatives, appointed by the speaker of the house of representatives.
III.  The committee shall:

(a)  Assess current practices for procuring locally produced food.

(b)  Evaluate economic and environmental impacts of supporting conservation-focused farming.

(c)  Develop recommendations for potential incentive mechanisms.

(d)  Align findings with state food system planning goals.

IV.  The members of the committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Two members of the committee shall constitute a quorum.

V.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerks, the senate clerk, the governor, and the state library on or before November 1, 2025.  

2  Repeal.  RSA 21-I:14-d, relative to advisory committee on state procurement, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2025.

II.  The remainder of this act shall take effect upon its passage.
